Kim Short's Bio
Kim Short is a servant leader with an invictus spirit. She served in our Nation’s Army for 25 years. Kim began her military career as an enlisted Combat Medic/Lab Tech in the 82nd Airborne Division and she culminated her military career as a Medical Service Corps Officer / public health expert in the Pentagon for six years with the rare opportunity in the Office of the Secretary of Defense, Office of the Chairman of the Joint Chiefs of Staff and The Army Staff.
Since retiring, Kim’s commitment to service continues. She currently serves as a Commissioner for the Potomac and Rappahannock Transportation Commission (PRTC) and is a former candidate for the Prince William County Board of County Supervisors. Everyday Kim strives to contribute to improving the lives and communities within the entire DMV area.
Kim also serves as a member of the Executive Board for her community Home Owners Association and is a small business owner in the hospitality industry.
As the Chapter’s President, Kim wants to ensure that our members have the maximum opportunity to achieve their personal and professional goals. Kim is a life member of 23 years, and knows the foundation of the ROCKS is solid and the possibilities are great. Kim knows everyone has a story and she is always eager to hear yours and share hers. Together, we will create Excellence and continue to add to our Nation’s History Book.
Kim resides in Triangle, VA and balances life as a bible class teacher, daughter, sister and being Tee-Tee to her niece and nephew.
Carmona March

Carmona March's Bio
A native of Hayward, California, Lieutenant Colonel Carmona March began her military career as an enlisted United States Army Reserve member in 1995. She graduated from Appalachian State University in August 2002 with an Army Reserve Commission in the Transportation Corps. Following the Officer Basic Course, she entered the Active Guard Reserve Program in 2003.
As a Logistics Officer, Carmona has served in various positions throughout her career: Assistant Movement Officer and Detachment Commander for the 484th Movement Control Battalion; Commander for the Headquarters and Headquarters Company, 336th Combat Sustainment Support Battalion; Operations Officer for the 457th Transportation Battalion (Motor) and 302nd Terminal Transportation Battalion; Commander for the 454th Transportation Company; Joint Mobility Operations Officer for United States Transportation Command Joint Exercises Division; Equipment Modernization Officer for the Strategic Equipping Division at the Office of the Chief of Army Reserve; Executive Officer to the Chief Financial Officer and Director of Resource Management, Installations and Materiel for the Office of the Chief of Army Reserve; Strategic Engagements Planner to the 33rd Chief of the Army Reserve & 8th Commanding General, US Army Reserve Command; and the Professor of Military Science at Minnesota State University Mankato. In her last assignment, she was the Battalion Commander for the 1-351st Brigade Support Battalion. She graduated from the Army War College in 2023 and currently serves at the Headquarters, Department of the Army, Army Logistics Directorate. Carmona has a combined Active Federal Service of 19 years, including a deployment supporting Operation Iraqi Freedom. She also supported Operation Allied Refuge/Allies Welcome in 2021.
Carmona holds a Master of Strategic Studies from the Army War College, a Master of Arts from American Military University, and a Master of Military Arts and Science from the United States Army Command and General Staff College. Her military education includes the Transportation Officer Basic Course, Combined Logistics Captains Career Course, Command General Staff College, Joint and Combined Warfighting School, and United States Army War College.
Carmona’s awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal (3OLC), Army Achievement Medal, Armed Forces Reserve Medal with “M” device, Army Reserve Components Achievement Medal, National Defense Service Medal, Joint Meritorious Unit Award, Global War on Terrorism Service Medal, Iraq Campaign Medal, German Armed Forces Badge of Proficiency (Gold).
She is married to LTC Matthew March, and they have four children Breven, Logan, Jackson, and Morgan.

Matthew L. Manning is an active-duty AH-64 Apache Aviator in the U.S. Army, currently serving as a General Omar N. Bradley (formerly Joint Chiefs of Staff) Fellow in Washington D.C. CPT Manning earned his commission from the University of Hawaii in 2015 while receiving his Master of Arts degree in Intercultural Communications. Matthew is Aviation Branch Ambassador for the United States Army Aviation Center of Excellence (USAACE), entrusted with promoting and encouraging greater Diversity, Equity and Inclusion throughout the Aviation Branch. Matthew has led numerous organizations at the tactical, operational and strategic levels on the homefront and abroad in Afghanistan, Europe and Indo-Pacific area of operations. CPT Manning recently served as the Commander of Bravo Troop “Ghostriders” and Delta Troop “Outlaws” 2nd Squadron, 6th Cavalry Regiment. Matthew and his wife, Priyadarshini are from Washington, D.C and have two amazing children, Major and Amaira.

Tracy Bellamy has been the Membership Committee Chairman of the Washington DC Chapter since July 2019. In this role, she is responsible for receiving and processing applications for membership. Tracy assist current members with renewal of their memberships to ensure they are in good standing with their National and Chapter dues. She strives to maintain and increase membership, welcome new members and keep members informed.
Tracy is a retired U.S. Army Master Sergeant, she served as a Senior Non-Commissioned Officer in a plethora of positions in the Human Resources arena throughout her 23 years of service. Her assignments included tours at Fort Meade, Maryland; Honduras and Yongsan, Korea; Kirch-Göns, Germany; Fort McPherson, Georgia; Fort Belvoir, Virginia; and the Pentagon.
Currently, Tracy is the Chief of the Resource Management Staff for Ocean of Coast Survey (OCS) of the National Oceanic and Atmospheric Administration (NOAA). She serves as the Program Office lead for all financial management and human capital management functions, advising management on associated polices, providing strategic planning, cross-organization coordination and process improvements.
Prior to that she was the Senior Management Officer for the Center for Drug Evaluation and Research (CDER) at the Food and Drug Administration (FDA); Administrative Officer for the Chief Information Officer for the Army’s Office of the Surgeon General in Falls Church, Virginia and Administrative Officer for the Army Research Office (ARO) in Durham, North Carolina.
Tracy graduated from the American University in Washington, DC obtaining a master’s degree in public administration with an emphasis in key executive leadership. She also has a master’s degree in human resources administration from Central Michigan University.

Leona R. Monroe, Ph.D. has been the Treasurer of the Washington, DC Chapter of the Rocks since July 2019. She previously served as the Assistant Treasurer for 2 years. She is a Captain in the U.S. Army Reserve with 17 years of service. She is currently in Command with the 1173D DDSB, HHD. In addition, she works for Deloitte Consulting, LLC and serves as an Adjunct Professor at Liberty University. She is a Certified Defense Financial Manager (CDFM), a Certified Scrum Master (CSM), and she holds a DoD Financial Management Certification Level III.
CPT Monroe is a combat-service connected disabled veteran. CPT Monroe’s military awards and decorations include the Army Commendation Medal, Air Force Achievement Medal (2), Army Achievement Medal, National Defense Service Medal, Iraq Campaign Medal w/ Campaign Star, Global War on Terrorism Service Medal, Humanitarian Service Medals (2), Army Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal w/ “M” Device, Driver and Mechanic Badge with Driver “W” Clasp, and the MS Emergency Service Medal (MESM).

LTC (P) Rhea Pritchett received her commission as a Second Lieutenant in the United States Army Signal Corps in 1999. As a Signal Officer, she served in various company and battalion level assignments at Fort Hood, Texas to include Detachment Commander. LTC(P) Pritchett was selected for the Acquisition Workforce in 2006. As a member of the Acquisition Corps, her Acquisition assignments include numerous program management positions throughout the Defense Acquisition Life Cycle. She spent a year serving as a Training with Industry Fellow at Lockheed Martin Rotary and Mission Systems in Orlando, Florida. She served as the Product Manager for Live Training Systems within the Program Executive Office for Simulations, Training, and Instrumentation in Orlando, Florida. LTC (P) Pritchett has a Bachelor of Business Administration in Accounting from Hofstra University, a Master of Arts in Procurement and Acquisitions Management from Webster University, and a Master of Science in National Resource Strategy from the National Defense University.

LTC Ed Moten is a Healthcare Administrator (70A) in the Medical Service Corps. He’s currently serving as the Deputy Commander for Administration at the General Leonard Wood Army Community Hospital in Ft Leonard Wood, Missouri. Ed hails from Alabama where he began his Army career by enlisting into the Army Reserves as a 91C (Practical Nurse). Upon completing his degree, he commissioned into the Army at the University of Alabama at Birmingham (UAB). He later obtained a Masters in Business from American Intercontinental University (2007) and a Masters in Healthcare Administration from Baylor University (2018).
LTC Moten was exposed to The ROCKS in 2003 at Ft Gordon, GA. These brief experiences ignited his passion for the organization. He has been engaged and consistently active with the organization since that time. He has held multiple leadership positions over the years beginning with Secretary of the Washington DC Chapter; Secretary on the The National Board of The ROCKS; and Vice President of Administration for the Masters Chapter of The ROCKS Ft Gordon, GA as well as serve as the Chairman for multiple West A. Hamilton Soul Food Dinners and Silent Auction. Currently, LTC Moten serves as the Mentorship Chair for The Washington DC Chapter of The ROCKS and the Washington DC Chapter Representative on The National Board of The ROCKS.
LTC Moten has received numerous awards throughout his tenure to include: the first Jr. ROCK of The Year Award; West A. Hamilton Leadership Award; Chairman’s Award; and multiple Volunteerism Awards.

Angie Hemingway is a retired U.S. Army Colonel, who commissioned as a Captain in the Army Nurse Corps.
She was born in North Carolina and received a Bachelor of Science in Nursing from the University of North Carolina at Greensboro. She also holds a Master of Public Health from the University of North Carolina-Chapel Hill, Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, Certifications – Global Health, University of North Carolina-Chapel Hill and is a Certified Life and Health Coach.
She enjoyed a variety of broad-spectrum assignments in both operational and clinical settings supporting HQ Department of the Army (HQDA), United States Army Office of the Surgeon General (OTSG), United States Forces Korea (USFK), United States Army Europe (USAREUR).
