Leon L. Rogers' Bio
LTC Rogers hails from Chicago, Illinois. In 1996, he enlisted in the Illinois National Guard as an 88M, Truck Driver, and served with the 634th Forward Support Battalion while completing undergraduate studies at the University of Illinois at Urbana-Champaign. He matriculated to Eastern Illinois University where he enrolled in ROTC and received his Masters of Business Administration, and commission as an Armor Officer in August 1999.
n 2000, LTC Rogers was assigned to the 1st Battalion, 34th Armor Regiment at Fort Riley, Kansas where he served as a Tank Platoon Leader, Tank Company Executive Officer, and HHC Executive Officer. He then went to Korea where he served as the Assistant S3-Plans with the 2d Aviation Brigade, Squadron Maintenance Officer, Comanche Troop Commander and HHT Commander in the 4th Squadron 7th Cavalry Regiment, “Garryowen!” In 2006, he was accessed into the Acquisition Corps and is currently certified as Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Contracting and Level II in Program Management.
As an Acquisition Officer, he has served as the Contracting Management Officer for the 641st Contingency Contracting Team (CCT) with ACC-Kuwait, and as a Team Leader for the 620th CCT co-located with Army Contracting Command (ACC) Rock Island supporting OIF and OEF, which stood up the Joint Reachback Contracting Cell for Joint Contracting Command – Iraq/Afghanistan. He also deployed in 2011 – 12 to Qatar where he established Theater Contracting Center, USCENTCOM Joint Theater Support Contracting Command and served as its Chief of Contracting.
In 2012, LTC Rogers transitioned to ACC Redstone Arsenal in Alabama. There he served as a warranted Contracting Officer for the Apache 64E ACAT1 Program. His assigned duties focused on Foreign Military Sales and Full Rate Production efforts. He then became a Division Chief of Contracting for Unmanned Aircraft Systems. Providing contracting support to the Project Management Office for the Shadow, Hunter, Warrior, One System Remote Terminal (OSRVT), Raven, and other supporting equipment. LTC Rogers completed this tour as the Executive Officer to the ACC’s Commanding General.
In 2015, LTC Rogers was assigned to the Joint Chiefs of Staff in Washington D.C. where he served as the Branch Chief of Operations and Plans for the Operational Contract Support Division in the Directorate of Logistics. In May 2017, LTC Rogers took command as the Director of Contracting, Battalion Commander, of the Regional Contracting Center Qatar. This office supports the US Central Command operational missions by providing effective and responsive contracting support to Army Support Garrison Qatar, operations in UAE, Afghanistan, Saudi Arabia, Jordan, U.S. Army Central Command, and various Joint and Multi-National Forces operating throughout the U.S. Central Command’s joint operations area.
After Battalion Command, LTC Rogers was assigned to Arlington National Cemetery where he worked as the ACofS, G4 and Program Integrator. He is currently a student at the Dwight D. Eisenhower School for National Security and Resource Strategy.
He holds a M.S. in Management of Information Systems from the Florida Institute of Technology. He is also a graduate of the Joint and Combined Warfighter School, the Joint Logistics Course, the Intermediate Level Education Course and the Combined Arms Service and Staff School.
His decorations include the Defense Meritorious Service Medal, and the Meritorious Service Medal (silver oak leaf cluster), the Army Commendation Medal (two oak leaf clusters), Joint Service Achievement Medal, the Army Achievement Medal (three oak leaf clusters), and the Joint Staff Badge and Army Staff Badge. LTC Rogers’s wife of 18+ years, Latrease, and their sons, Leon III (14) and Landon (9) reside in Stafford, VA.

Lieutenant Colonel Amara is a native of Liberty, New York, and was commissioned as a Second Lieutenant in the Quartermaster Corps in 1999. Her education includes a Bachelor of Science Degree from South Carolina State University in Psychology, a Master of Arts Degree in Public Administration from Webster University, and a Master of Science Degree in National Resource Strategy from the National Defense University. LTC Amara is Level III certified in Program Management, Level II certified in Contracting and is a certified member of the United States Army Acquisition Corps. Laverne is Program Management Professional (PMP) and Scrum Master Certified (CSM).
LTC Amara’s assignments include serving as Rigger Platoon Leader, 623rd Quartermaster Company, 264th Corps Support Battalion, Fort Bragg, NC; Executive Officer, 503rd Maintenance Company, 264th Corps Support Battalion, Fort Bragg, NC; Deputy Secretary General Staff, 1st Corps Support Command, Fort Bragg, NC; Supply and Services Officer, 23rd Area Support Group, Camp Humphries, Republic of Korea; Petroleum Officer, Eighth United States Army, Republic of Korea; and Company Commander, HHC, 88th Brigade Support Battalion, Fort Polk, LA. In 2009, Lieutenant Colonel Amara transitioned to the Army Acquisition Corps. She served as a Contingency Contracting Officer, 621st Contingency Contracting Team, 412th Contracting Support Brigade, Fort Campbell, KY; Assistant Program Manager for both the Initial Issue Clothing and Nuclear Biological and Chemical/Load Carriage portfolio’s within Program Executive Officer Soldier, Fort Belvoir, VA; Department of the Army Systems Coordinator, Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology; and Acquisition Advisor to the Vice Chief of Staff Army, Headquarters Department of the Army. Following her HQDA assignment, Lieutenant Colonel Amara served as a Training with Industry (TWI) Fellow with Microsoft Corporation in Reston, VA. Laverne most recently served as the Product Manager (PdM) for the Integrated Personnel and Pay System-Army (IPPS-A), Increment II, Program Executive Officer Enterprise Information Systems.
Lieutenant Colonel Amara’s awards and decorations include the Meritorious Service Medal with four Oak Leaf Clusters, the Joint Service Commendation Medal, the Army Commendation Medal with three Oak Leaf Clusters, the Army Achievement Medal with one Oak Leaf Cluster, the Afghanistan Campaign Medal, the North Atlantic Treaty Organization (NATO) Medal, the Army Staff Identification Badge, and the Parachutist and Rigger Badges.

Leona R. Monroe, Ph.D. has been the Treasurer of the Washington, DC Chapter of the Rocks since July 2019. She previously served as the Assistant Treasurer for 2 years. She is a Captain in the U.S. Army Reserve with 17 years of service. She is currently in Command with the 1173D DDSB, HHD. In addition, she works for Deloitte Consulting, LLC and serves as an Adjunct Professor at Liberty University. She is a Certified Defense Financial Manager (CDFM), a Certified Scrum Master (CSM), and she holds a DoD Financial Management Certification Level III.
CPT Monroe is a combat-service connected disabled veteran. CPT Monroe’s military awards and decorations include the Army Commendation Medal, Air Force Achievement Medal (2), Army Achievement Medal, National Defense Service Medal, Iraq Campaign Medal w/ Campaign Star, Global War on Terrorism Service Medal, Humanitarian Service Medals (2), Army Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal w/ “M” Device, Driver and Mechanic Badge with Driver “W” Clasp, and the MS Emergency Service Medal (MESM).

LTC (P) Rhea Pritchett received her commission as a Second Lieutenant in the United States Army Signal Corps in 1999. As a Signal Officer, she served in various company and battalion level assignments at Fort Hood, Texas to include Detachment Commander. LTC(P) Pritchett was selected for the Acquisition Workforce in 2006. As a member of the Acquisition Corps, her Acquisition assignments include numerous program management positions throughout the Defense Acquisition Life Cycle. She spent a year serving as a Training with Industry Fellow at Lockheed Martin Rotary and Mission Systems in Orlando, Florida. She served as the Product Manager for Live Training Systems within the Program Executive Office for Simulations, Training, and Instrumentation in Orlando, Florida. LTC (P) Pritchett has a Bachelor of Business Administration in Accounting from Hofstra University, a Master of Arts in Procurement and Acquisitions Management from Webster University, and a Master of Science in National Resource Strategy from the National Defense University.

Tracy Bellamy has been the Membership Committee Chairman of the Washington DC Chapter since July 2019. In this role, she is responsible for receiving and processing applications for membership. Tracy assist current members with renewal of their memberships to ensure they are in good standing with their National and Chapter dues. She strives to maintain and increase membership, welcome new members and keep members informed.
Tracy is a retired U.S. Army Master Sergeant, she served as a Senior Non-Commissioned Officer in a plethora of positions in the Human Resources arena throughout her 23 years of service. Her assignments included tours at Fort Meade, Maryland; Honduras and Yongsan, Korea; Kirch-Göns, Germany; Fort McPherson, Georgia; Fort Belvoir, Virginia; and the Pentagon.
Currently, Tracy is the Chief of the Resource Management Staff for Ocean of Coast Survey (OCS) of the National Oceanic and Atmospheric Administration (NOAA). She serves as the Program Office lead for all financial management and human capital management functions, advising management on associated polices, providing strategic planning, cross-organization coordination and process improvements.
Prior to that she was the Senior Management Officer for the Center for Drug Evaluation and Research (CDER) at the Food and Drug Administration (FDA); Administrative Officer for the Chief Information Officer for the Army’s Office of the Surgeon General in Falls Church, Virginia and Administrative Officer for the Army Research Office (ARO) in Durham, North Carolina.
Tracy graduated from the American University in Washington, DC obtaining a master’s degree in public administration with an emphasis in key executive leadership. She also has a master’s degree in human resources administration from Central Michigan University.
Tracy also volunteers with the United Service Organizations (USO) at Ronald Regan Airport.

LTC Ed Moten is a Healthcare Administrator (70A) in the Medical Service Corps. He’s currently serving as the Deputy Commander for Administration at the General Leonard Wood Army Community Hospital in Ft Leonard Wood, Missouri. Ed hails from Alabama where he began his Army career by enlisting into the Army Reserves as a 91C (Practical Nurse). Upon completing his degree, he commissioned into the Army at the University of Alabama at Birmingham (UAB). He later obtained a Masters in Business from American Intercontinental University (2007) and a Masters in Healthcare Administration from Baylor University (2018).
LTC Moten was exposed to The ROCKS in 2003 at Ft Gordon, GA. These brief experiences ignited his passion for the organization. He has been engaged and consistently active with the organization since that time. He has held multiple leadership positions over the years beginning with Secretary of the Washington DC Chapter; Secretary on the The National Board of The ROCKS; and Vice President of Administration for the Masters Chapter of The ROCKS Ft Gordon, GA as well as serve as the Chairman for multiple West A. Hamilton Soul Food Dinners and Silent Auction. Currently, LTC Moten serves as the Mentorship Chair for The Washington DC Chapter of The ROCKS and the Washington DC Chapter Representative on The National Board of The ROCKS.
LTC Moten has received numerous awards throughout his tenure to include: the first Jr. ROCK of The Year Award; West A. Hamilton Leadership Award; Chairman’s Award; and multiple Volunteerism Awards.

Angie Hemingway is a retired U.S. Army Colonel, who commissioned as a Captain in the Army Nurse Corps.
She was born in North Carolina and received a Bachelor of Science in Nursing from the University of North Carolina at Greensboro. She also holds a Master of Public Health from the University of North Carolina-Chapel Hill, Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, Certifications – Global Health, University of North Carolina-Chapel Hill and is a Certified Life and Health Coach.
She enjoyed a variety of broad-spectrum assignments in both operational and clinical settings supporting HQ Department of the Army (HQDA), United States Army Office of the Surgeon General (OTSG), United States Forces Korea (USFK), United States Army Europe (USAREUR). She served as Commander, 2d Medical Recruiting Command, Fort Gillem, Georgia, Deputy Commander, Nursing, Chief Clinical Operation, 47th CSH, CP Adder, Iraq; Chief Clinical Operations and Chief Nurse, 47th Combat Support Hospital, Joint Base Lewis McChord, Washington, Commander, Rodriguez Army Health Clinic, Chief, Global Health Division, OTSG, G3-5/7.
Angie serves as VP, Membership Development, National ROCKS, Inc. President/CEO, ALH – Health & Consulting, LLC and a number of other activities that help create results oriented collaborative approaches for mentoring and coaching, while building strong partnerships with clients in order to achieve lasting results. She is an advocate for change in her community and service to country through military and civil service.

William “Ryan” Brown is a 2012 Distinguished Military Graduate of the University of Texas at San Antonio where he commissioned active duty in the Adjutant General’s Corps. He holds a bachelor’s degree in Communication Studies from Texas Lutheran University, a Masters of Public Administration from the University of Texas at San Antonio and a secondary Masters of Policy Management from Georgetown University. Ryan is a Major in the US Army as he currently serves as the Junior Military Assistant to the Under Secretary of Defense for Personnel and Readiness via the JCS/OSD/ARSTAF Internship Program.
Ryan’s previous assignments include Aide-de-Camp to the Commanding General, 25th Infantry Division and U.S. Army Hawaii; Company Commander, U.S. Army Hawaii Replacement Company; Battalion S1/Adjutant, 1st Battalion, 27th Infantry Regiment, 2nd Infantry Brigade Combat Team, 25th Infantry Division; Assistant Brigade S1, 1st Cavalry Division Sustainment Brigade; HR Plans & Ops Officer (FWD AF), 4th Special Troops Battalion; Platoon Leader (FWD AF), 502nd Human Resources Company; and Brigade Adjutant, 4th Sustainment Brigade.
