Kim Short's Bio
Kim Short is a servant leader with an invictus spirit. She served in our Nation’s Army for 25 years. Kim began her military career as an enlisted Combat Medic/Lab Tech in the 82nd Airborne Division and she culminated her military career as a Medical Service Corps Officer / public health expert in the Pentagon for six years with the rare opportunity in the Office of the Secretary of Defense, Office of the Chairman of the Joint Chiefs of Staff and The Army Staff.
Since retiring, Kim’s commitment to service continues. She currently serves as a Commissioner for the Potomac and Rappahannock Transportation Commission (PRTC) and is a former candidate for the Prince William County Board of County Supervisors. Everyday Kim strives to contribute to improving the lives and communities within the entire DMV area.
Kim also serves as a member of the Executive Board for her community Home Owners Association and is a small business owner in the hospitality industry.
As the Chapter’s President, Kim wants to ensure that our members have the maximum opportunity to achieve their personal and professional goals. Kim is a life member of 23 years, and knows the foundation of the ROCKS is solid and the possibilities are great. Kim knows everyone has a story and she is always eager to hear yours and share hers. Together, we will create Excellence and continue to add to our Nation’s History Book.
Kim resides in Triangle, VA and balances life as a bible class teacher, daughter, sister and being Tee-Tee to her niece and nephew.

Rhea Pritchett

Rhea Pritchett's Bio
Colonel Rhea Pritchett received her commission as a Second Lieutenant in the United States Army Signal Corps in 1999. As a Signal Officer, she served in various company and battalion level assignments at Fort Hood, Texas to include Detachment Commander. COL Pritchett was selected for the Acquisition Workforce in 2006. As a member of the Acquisition Corps, her Acquisition assignments include numerous program management positions throughout the Defense Acquisition Life Cycle. She spent a year serving as a Training with Industry Fellow at Lockheed Martin Rotary and Mission Systems in Orlando, Florida. She served as the Product Manager for Live Training Systems within the Program Executive Office for Simulations, Training, and Instrumentation in Orlando, Florida. COL Pritchett has a Bachelor of Business Administration in Accounting from Hofstra University, a Master of Arts in Procurement and Acquisitions Management from Webster University, and a Master of Science in National Resource Strategy from the National Defense University.
COL Pritchett became an active ROCKS member again in 2021 and is passionate about mentoring young Army officers.

A native of Hayward, California, Lieutenant Colonel Carmona March began her military career as an enlisted United States Army Reserve member in 1995. She graduated from Appalachian State University in August 2002 with an Army Reserve Commission in the Transportation Corps. Following the Officer Basic Course, she entered the Active Guard Reserve Program in 2003.
As a Logistics Officer, Carmona has served in various positions throughout her career: Assistant Movement Officer and Detachment Commander for the 484th Movement Control Battalion; Commander for the Headquarters and Headquarters Company, 336th Combat Sustainment Support Battalion; Operations Officer for the 457th Transportation Battalion (Motor) and 302nd Terminal Transportation Battalion; Commander for the 454th Transportation Company; Joint Mobility Operations Officer for United States Transportation Command Joint Exercises Division; Equipment Modernization Officer for the Strategic Equipping Division at the Office of the Chief of Army Reserve; Executive Officer to the Chief Financial Officer and Director of Resource Management, Installations and Materiel for the Office of the Chief of Army Reserve; Strategic Engagements Planner to the 33rd Chief of the Army Reserve & 8th Commanding General, US Army Reserve Command; and the Professor of Military Science at Minnesota State University Mankato. In her last assignment, she was the Battalion Commander for the 1-351st Brigade Support Battalion. She graduated from the Army War College in 2023 and currently serves at the Headquarters, Department of the Army, Army Logistics Directorate. Carmona has a combined Active Federal Service of 19 years, including a deployment supporting Operation Iraqi Freedom. She also supported Operation Allied Refuge/Allies Welcome in 2021.
Carmona holds a Master of Strategic Studies from the Army War College, a Master of Arts from American Military University, and a Master of Military Arts and Science from the United States Army Command and General Staff College. Her military education includes the Transportation Officer Basic Course, Combined Logistics Captains Career Course, Command General Staff College, Joint and Combined Warfighting School, and United States Army War College.
Carmona’s awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal (3OLC), Army Achievement Medal, Armed Forces Reserve Medal with “M” device, Army Reserve Components Achievement Medal, National Defense Service Medal, Joint Meritorious Unit Award, Global War on Terrorism Service Medal, Iraq Campaign Medal, German Armed Forces Badge of Proficiency (Gold).
She is married to LTC Matthew March, and they have four children Breven, Logan, Jackson, and Morgan.

Ed (Tre) Moten

Ed Moten's Bio
LTC Ed Moten is a Healthcare Administrator (70A) in the Medical Service Corps. He’s currently serving as the Deputy Commander for Administration at the General Leonard Wood Army Community Hospital in Ft Leonard Wood, Missouri. Ed hails from Alabama where he began his Army career by enlisting into the Army Reserves as a 91C (Practical Nurse). Upon completing his degree, he commissioned into the Army at the University of Alabama at Birmingham (UAB). He later obtained a Masters in Business from American Intercontinental University (2007) and a Masters in Healthcare Administration from Baylor University (2018).
LTC Moten was exposed to The ROCKS in 2003 at Ft Gordon, GA. These brief experiences ignited his passion for the organization. He has been engaged and consistently active with the organization since that time. He has held multiple leadership positions over the years beginning with Secretary of the Washington DC Chapter; Secretary on the The National Board of The ROCKS; and Vice President of Administration for the Masters Chapter of The ROCKS Ft Gordon, GA as well as serve as the Chairman for multiple West A. Hamilton Soul Food Dinners and Silent Auction. Currently, LTC Moten serves as the Mentorship Chair for The Washington DC Chapter of The ROCKS and the Washington DC Chapter Representative on The National Board of The ROCKS.
LTC Moten has received numerous awards throughout his tenure to include: the first Jr. ROCK of The Year Award; West A. Hamilton Leadership Award; Chairman’s Award; and multiple Volunteerism Awards.

I am Lawanda D. Warthen, PhD, a recent Army retiree. I have found transitioning to civilian life to be both exciting and challenging. As a leader and problem-solver, I have found new opportunities in the private sector to apply my skills. Being able to adapt my military experience to new environments and continue to contribute to my community has been a rewarding experience.
Despite retiring, I have remained committed to serving my community. I am currently a member of the Joint Recreation Center Advisory Board for Prince William County. Currently, I am a college professor at Capella University. I teach Master level classes in Public Health and mentor doctoral students in completing their Capstone requirements towards a doctoral degree.
As part of my educational background, I hold a doctorate in health care administration, and two master’s degrees in public health and strategic studies. Having graduated from the Army War College, I have extensive experience in military operations. Among the key roles I have held in my career include United States Representative for the North Atlantic Treaty Organization (NATO), Liaison Officer for the Embassy of Kuwait, and Director of Emergency Medical Services at the Office of the Surgeon General, to name just a few.
As Financial Secretary for DC ROCKS, my goal is to ensure transparency and accountability in all financial transactions.
I live in Woodbridge, Virginia and enjoy family time, travel, mentoring, and good food. I enjoy supporting my community and helping others succeed.
My experiences have shown me that resilience, adaptability, and collaboration are key to success. I aim to keep growing, serving, and encouraging others.

Angie Hemingway

Angie Hemingway's Bio
Angie Hemingway is a retired U.S. Army Colonel, who commissioned as a Captain in the Army Nurse Corps.
She was born in North Carolina and received a Bachelor of Science in Nursing from the University of North Carolina at Greensboro. She also holds a Master of Public Health from the University of North Carolina-Chapel Hill, a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, Certifications – Global Health, University of North Carolina-Chapel Hill, an Executive Certificate in Strategic Leadership, certification as a Certified Life and Health Coachand Certified Chrisitan Trauma Care Provider Level 1 & 2.
She enjoyed a variety of broad-spectrum assignments in both operational and clinical settings, supporting the Head Quarters Department of the Army (HQDA), the United States Army Office of the Surgeon General (OTSG), the United States Forces Korea (USFK), and the United States Army Europe (USAREUR). She served as Commander, 2d Medical Recruiting Command, Fort Gillem, Georgia; Deputy Commander, Nursing, Chief Clinical Operation, 47th CSH, CP Adder, Iraq; Chief Clinical Operations and Chief Nurse, 47th Combat Support Hospital, Joint Base Lewis McChord, Washington; Commander, Rodriguez Army Health Clinic, Chief, Global Health Division, OTSG, G3-5/7.
Angie serves as Historian, National ROCKS, Inc.;President/CEO, ALH – Health & Consulting, LLC; Lay Biblical Counselor; and participates in several other activities that help create results-oriented collaborative approaches for mentoring and coaching, while building strong partnerships with clients to achieve lasting results. She is an advocate for change in her community and serves to country through both military and civil service.
